Dr. Coleman Forms First Metro Area Physicians Health Force.
Dr. Coleman indicates in the History of St. Paul Radiology that the Metropolitan Health Board had "power and finances thorough tax levies" and intended to tighten controls over independent medical practices, hospitals and healthcare services.
